False.





Hotaru is the Messiah of Silence, partly in thanks to her dad (Soichi). When the explosion happened in the lab, it killed Hotaru and only injured Soichi. Pharaoh 90 happened to be there and took advantage of Soichi's grief and made him an offer - pretty much as long as Soichi worked for Pharaoh 90 to help bring about the destruction of the Earth, then the daimohn egg of Mistress 9 (who would open the portal for Pharaoh 90) would reside in Hotaru after she was brought back to life. The spirit of Saturn was later able to help Hotaru regain control of her body after Mistress 9 had awakened, so Mistress 9 was destroyed and Saturn awoke to put an end to Pharaoh 90 and killed herself in the process. She was reborn after having to sacrifice her own life to attack. That's the way it was in the anime. The manga isn't too much different.

Sailorsaturn is actually supposed to be the strongest of the planet senshi, even though she is physically the weakest, because she controls death/rebirth. She has the ability to destroy an entire planet when she lets her Silence Glaive fall, like in the manga when (as was already mentioned) she destroyed the remnants of the Silver Millennium to rid it of evil and allow everyone to be reborn.True or false is sailor Saturn evil since hotaru is the messiah of silence?
That is false, the evil part of her was Mistress 9 trying to bring Pharoah 90 to earth to bring the ';silence';.





A good way to look at it is Sailor Saturn brings ruin to the doomed in order for Sailor Moon to bring life
